I think this is because the /etc/make.conf variable NO_MAKEDEV was renamed
to NO_MAKEDEV_RUN, and the NO_MAKEDEV variable was made to mean don't
install a new MAKEDEV at all!

So if you have NO_MAKEDEV=true in /etc/make.conf, change it to
NO_MAKEDEV_RUN=true instead.
