Modules are loaded explicitly, so this is not an issue.  See my 
homepage (http://www.smith.net.au/~mike) for a port of a slightly older 
version of the Linux-PAM distribution to FreeBSD.  There are a number 
of problems which need to be addressed before PAM can be taken 
seriously, but these really just require developer time.
