I believe your issue will be related to the following commit made to the
upstream mono github branch on 17th July 2014 (2 days after mono 3.6 was
released, meaning it only arrived in mono 3.8):

The commit author alexischr titled the commit Revert "Reimplemented much of
the kqueue-based file watcher so that watching subdirectories works."


Suggest getting in contact with them and troubleshooting.
