Either by a commercial product such as bwmgr from ETInc or by 
using DUMMYNET.

for info on dummynet see the man pages for ipfw and dummynet
or for info on bwmgr see http://www.etinc.com/

There are dozens of other similar products out there; the above are just
examples.
