No. build-tools are those tiny little utilities that are part of the
sources and are only used to build the sources. sed/awk/perl/sh scripts
are the things you should be thinking about here. Some of those
build-tools are a bit more complex (see gcc) and are C utilities, but
that doesn't change their function.
