When I install 7.1 RC1 via sysinstall from the 7.1-RC1-amd64-disc1.iso disc, I find that sysinstall seems to install the boot loader even when told not to do so. I create my partitions and then select None, but when I reboot after finishing the install, I find that it has installed boot0 anyway.

Install a system with a different boot loader, then install 7.1 RC1 and select not to install the boot loader.
