You need to enable the `ntalk' service in inetd.conf if it isn't
already.  Quoting from /etc/inetd.conf:

	# ntalk is required for the 'talk' utility to work correctly
	#ntalk  dgram   udp     wait    tty:tty /usr/libexec/ntalkd     ntalkd
