Looking at other "project databases", it would definitely be nice
to keep the idea more centralized.  If it's a project, it should
be officially a project (even though it may never reach
completion or a state of usability).  Vague project statements
with no concrete information are a definite turn off (IMHO).
However, it certainly wouldn't be good to force everyone to be
using a cvs tree...  :)  A little encouragement couldn't hurt,
though...  :)
