It *was* cleaned up about 1-3 months ago.  Joe K. basically
clipped out all of the revisions that:

	a. were not tagged
	b. did not contain any interesting/useful log messages
	c. were before a certain revision number and not (a) or (b)

I believe this cut down the size of the file by about 40%+.
