With readers of our tech mag and Tech mail lists, yes we get legitimate
emails from Korea and 180 other countries, so the earlier post about
blocking countries, Yahoo, Lycos, excite, all but .com, .org, etc would
hurt and cut out thousands of legits. Thus, mostly a one-by-one look at
headers is almost essential to block the bad guys.... eventually, the block
list begins to work as a more qualifed list and doesn't penalize the good
folks at those ISPs and countries....

The BIG problem I'm encountering is there is no consistant policy to handle
spam, even within an ISP. Seems to depend on which admin shift is at the
controls.... and largely a waste of time to complain as they get ignored.
Some use this "block all" approach such as "bulk" even though we have
legitimate mail lists (reflectors) and a bunch of good fellows are merely
trying to communicate. Maybe one day this will settle down and a consistant
approach will emerge.
