No, it says you're not allowed to export it from the USA, or give it to 
someone that's not a US or Canadian citizen.

You should read the lengthy thread on this that came up around the 4.0 
release.  Or just install the damn rsaref/rsaintl port and get on with 
something more useful. 8)
