The problem is that, despite what it says in the install docs, you actually
need to have the files one directory up; that is, instead of:

c:\
	\freebsd\
		\bin\
		\catpages\
		\compat1x\
		....

You need:

c:\
	\bin\
	\catpages\
	\compat1x\
	....

I'm pretty sure that his information is somewhere in the docs, but I can't
recall where off-hand.
