May be old, but it still works, and for secure copying, it's fine.
The protocol version hasn't changed. It's also a CLI, which is great.

You are, of course, welcome to recompile it yourself, or use the
later Cygnus version. I prefer this one, because it's a helluva
lot more secure than anything else, you can setup the keys in a way
to only allow access from the particular box with the
particular key, etc, etc.

The later Cygnus version sucks because it requires you to have
\usr, \etc, and a whole bunch of other directories, besides
for the Cygnus libraries themselves. This is nice and small.
Requires only one environment variable; other than that, 
it's great.
