Are you sure that you have the most recent version of PostgreSQL
installed?

The old versions used to have headers in /usr/local/pgsql/include and
libraries in /usr/local/pgsql/lib, but the current version uses
/usr/local/include/pgsql and /usr/local/lib, respectively.

It is quite natural that the p5-DBD-Pg port adheres to the currently
used convention.
