I guess it depends on the provider.  We sell burstable T1s, starting
at $150 per month billed at 95% utilization.  They are real, clear
channel T1 circuits with plenty of back end bandwidth that each
customer customer can nail at 100% 24x7 with no problems.

If someone is trying to sell you a "burstable" circuit and it can't
sustain the burst rate, walk away.
