It means the latter:  'FreeBSD can't see/use more than 1 CPU in an SMP box'

We've been able to boot on DS20s for quite some time now, but we can
use only 1 CPU.  As Mike Smith mentioned, Matt Jacob has AlphaServer
8x00 support in the works.
