Put it in bsd.own.mk and someday rename bsd.own.mk and don't include it
in sys.mk.  There is no need to define the ownerships in a different file
than the directories.  sys.mk and bsd.common.mk aren't the right names -
sys.mk has common stuff while bsd.common.mk would have system stuff :-)
(actually stuff common to the base release).
