These last two lines below:

Rule    Brazil  2001    max     -       Feb     Sun>=15  0:00   0       -

Does not indicate the beginning of the summer time in the sunday >= 8 of
October of 2000 and with the end programmed for the sunday >= 15 of February
of 2001?
