Oops, I missed the direction.  Yes, if you want to dial in to your
system from outside, you won't just need a static IP address, you'll
also need an ISP who's prepared to dial you.  That's a matter you need
to talk to him about.  Typically, it's easier to get a static address
than get the ISP to dial you.
