Actually it is when the 'ti'/'te' termcap entries are *provided* that one
lies about xterm's capabilities.
The presence of the 'ti'/'te' termcap capabilities implies that programs
must use them when entering/leaving full-screen mode.  (Some terminal types
need to be in some special mode to allow you to move around the cursor to
arbitrary positions.)
This is not needed for xterm, and therefore those capabilities should not
appear in the termcap entry for xterm.
