That's a kit for a 4.1-RELEASE system so it can use the current ports
tree. It doesnt' have anything at all to do with doing a system
upgrade. As you've just discovered, it won't work on a system prior to
4.1-RELEASE. You may need to figure out what 41upgrade.tgz installed,
and put back the 4.0-RELEASE version of those things.

You need to install the cvsup-bin port to execute cvsup stable-supfile
- or "make upgrade", for that matter. There is no /etc/make.conf file
until you create one.
