If I could give people a cookbook for ISPs, I'd sell it to a publisher
and make millions.  

Um, that is *too* wide to answer here.  I suggest subscribing to the list
freebsd-isp by writing 'majordomo@freebsd.org' and putting in the text of
the message 'subscribe freebsd-isp'.  This is a bunch of people in your
position (and further) who will be able to point you in the right
direction.
