The problem is the use of mixed quote-ing [" '] attempting to run 
a process instead of the expected constant " ".

try instead:
ntpdate_flags=`echo \-bs;awk '/^server|^peer/{ print $2 }' /etc/ntp.conf`

(works from cmd line, YMMV).
