That particular change was made to fix `make release` because
everything else was changed from w3m to links.  As to why we switched
to links in the first place, take a look at message-id
<20010305094533.A2652@canyon.nothing-going-on.org>.  From a quick
glance, it appears that w3m wasn't working right on Alpha.
