I've had that happen to me before. In my case, I unwittingly installed CPAN in it's default location(which is the / partition).. I don't know what you were doing before this happened, but there's a good chance you might have installed something in your / which now blocks you from doing certain things. For me, the resolution was as simple as deleting CPAN's directory. I hope this helps you out.
