If there is already a UFS on the partition then sysinstall won't set
the newfs flag so won't trash it. I just did a similar thing when
adding a new disk. I made the new disk into a single partition,
mounted it, created a directory "old.system", cp'd my whole system to
it and then did a fresh install of 3.1 (I was on 2.2.8) using the new
disk as /usr. When it finished I had /usr/old.system with everything
in it intact.
