I have isolated the conditions: 1) you must not be running as root; 2) you must not have previously either done 'make index' as root, or installed the 2 offending ports as root. (Note: to understand the following, you must understand that 'cd /usr/ports; make index' descends into each port directory and there does a 'make describe'. I do not understand what the following logic is attempting to do, so I can't offer a solution, but IMHO it must not assume that it can create Makefile.inc if it is not already created -- at least for the purposes of running 'make describe'.
