/usr/local/libexec/cups/filter/foomatic-rip should be a part of
print/foomatic-filters and should just be a symlink to
/usr/local/bin/foomatic-rip. You should have foomatic-filters-4.0.17_5
which should include both the file and the symlink. If you are missing one
or both, you might want to "delete -f fomatic-filters" and re-add it with
"pkg install print/foomatic-filters".
