I don't know if there's any way in X to make a wheel do scrolling
directly. I have moused set up so that wheel movements simulate
buttons 4 and 5 ("-z 4") and then have translations in my .Xdefaults
that make these scroll for xterm and emacs. Don't forget to put
a "Buttons 5" line in XF86Config.
