The operator needs to consider how best to balance TCP performance
against memory usage.  If you have a lot of memory, you can set the
parameters very high and get improved TCP performance on very busy
machines.  If you don't have a lot of memory, you can set the
parameters very low and get improved memory utilization.  Under normal
circumstances, you won't see the message.
