FreeBSD is absolutely free for use as you see fit. There is no need to register, nor even any process for registering as a user. You can sign up for mailing lists like this one, and if you get to the point where you might be committing code, there is a process to register for that. But to simply use FreeBSD (whether for desktop, server, educational, commercial, or any other use) all you need to do is download it (or order a CD set) and start installing and using it. The only possible issue arises if you want to package the software (with possible local modifications) and *sell* the resulting package without making the underlying free software directly available to your customers for free. The core of the FreeBSD system is under a "BSD-style" license so you can even repackage it and sell it without having to specifically make the free version available as well. But some of the software bundled with FreeBSD is under the restrictions of the GNU "copyleft" and it would have to be ommitted from any such endeavor. The guts of FreeBSD, though, is truly *free* in a way that even GNU code is not.
