phk means wooly.  Here the applicable definition found with dict:

wooly
   2: confused and vague; used especially of thinking;
      "muddleheaded ideas"; "your addled little brain"; "woolly
      thinking"; "woolly-headed ideas" [syn: {addled}, {befuddled},
       {muddled}, {muzzy}, {woolly}, {woolly-headed}, {wooly-minded}]
