Yes. Have a read of the IPF section of the OpenBSD Networking FAQ,
available at http://www.openbsd.org/faq/faq6.html#6.2

That explains the commands required to "reload" your IPF/IPNAT
configuration files, as well as providing a fairly decent introduction
to IPF. It has a link to the "IPF HOWTO" -- another helpful document.
