Sqwebmail runs on top of qmail (which is what Hotmail runs). It's an attempt to provide a free Hotmail-type interface to everyone. http://www.inter7.com/sqwebmail/ It claims to be alpha software, but at the same time, I have read on its mailing list that there are sites running hundreds of accounts with no problems.
