It was removed from the source tree. From the CVS Log: Kill netccitt. The code is ancient, nobody wants to maintain it, and it doesn't compile cleanly. It's still in the CVS repository in the Attic, so you can still look at it. Use http://www.freebsd.org/cgi/cvsweb.cgi to view the CVS repository. You can also download your own copy of the CVS repository if you want.
