Both questions can be answered by looking at the handbook at
http://www.freebsd.org. Read about "stable" and "current". This will both
explain why there is a 2.2.8 and will help you decide which one you want
to upgrade to.

Briefly... 2.2.8 will be corrections and enhancements to features
already existing in 2.2.7. 

3.0 Will have functionality not available in 2.2.7
