	Without USE_PKGCONFIG=	build configure fails for the port when
	pkgconf is not installed.

	For PORTDOCS, can you either default it to OFF or make it an OPTION?
	I generally do want portdocs installed, but I don't want doxygen and
	all of its dependencies for this port.
