The usual contents of ftp.freebsd.org are not available, due to a failure at the hosting ISP. We've had to put a temporary (and much smaller) machine in its place at the moment (which is also why the FTP limits are much smaller than normal). When the ISP (lightning.net) gets back on its feet the doc/ tree should be repopulated.
