The only way I can reproduce this is to clear out /tmp, or reinstall
gdm.  However, doing either of those two things results in no other X
applications being able to start until I restart gdm/X.  Under normal
operation gnome-screensaver works great.

If you can capture ktrace output exactly when this problem happens, it
may help narrow down what's causing it.
