A start it is. It's starting to shape up. Something is indeed better than nothing. Do think you might want to keep upa in a separate bus directory? It's probably not worth the effort as all sparc64's of interest are UPA based. The next hard steps will be Psycho or Simba support and all the massive interrupt twizzling.
