Why? Devel ports need testing and there are many users willing to use
them. Poudriere-devel probably has more users than the main port right
now, judging from feedback I have received.

pkg-devel also has a lot of users.

I created portupgrade-devel so I could put out fixes and request users
test them with it. It's a very simple way to get fixes into users hands
for testing and feedback.
