Don't know about KDM, but for xdm, you can use the resources DisplayManager.DISPLAY.userPath and DisplayManager.DISPLAY.systemPath in /usr/X11R6/lib/X11/xdm/Xresources to set the path that xdm will pass to the user and system, respectively.
