Yes, no-one has been building these lately.  They probably should be
removed from the website.

No, these kits only ever contained updated versions of system tools
required to build and install ports (e.g. if a new pkg_* feature is
added and comes into use by the ports collection it would be added to
the upgrade kits).  If you're looking for source patches you get them
by updating your system in the usual ways.
