The tips are printed by fortune(6).  The freebsd-tips collection of
fortune cookies, which contains these tips, lives in the files:
/usr/share/games/fortune/freebsd-tips*

Many of these tips are indeed FreeBSD-specific, but there are also many
that apply to other UNIX systems too.
