apache was probally not compiled with DSO support (DSO is not default) i
recommend installing from the ports tree

cd /usr/ports/www/apache13 && make install clean        to install apache
cd /usr/ports/www/mod_php4(or 3) && make install clean     to installed
mod_php4 or 3
