Hi,

Could you compile webcamd with debugging and get the verbose output when 
webcamd is starting the two rtl28xxu adapters?

Did you try to do a fresh w_scan with the rtl28xxu to see if some 
parameters have changed?

I suspect the issue might be upstream.
