config.new is in the clean SUBDIRs for all MACHINEs, so `make clean
install' adds it to the SUBDIR list for all targets:

Bruce

--------
makefile
--------
SUBDIR=foo

.if make(clean)
SUBDIR+= config.new
.endif

clean:
	echo $(SUBDIR)

install:
	echo $(SUBDIR)
