Because it was always like this.

it makes sense, if I'm testing stuff, and I don't have the PACKAGES directo=
ry
created, and I run make package, I expect the package to get in the port's
directory, not some other place I know nothing about.

Oh, I know what you're missing.  PACKAGES is always set, so you setting it =
does
not change the fact that it's set.
