In the man file for cvsup, the location of the "refuse" file is ported as /usr/local/etc/cvsup/sup when infact it is /usr/sup/refuse

This is incorrect, and thus can be confusing.
>How-To-Repeat:
Create a file in /usr/local/etc/cvsup/sup/ and call it refuse, realize very quickly that it's not being used or even openned by tracing the program using ktrace.

Fix the man file to report the location as /usr/sup/refuse instead.
