being required to ensure that your changes are available is not the
same as 'maintaining' gcc.  at least the way i interpret 'maintaining'
a software package, it would involve dealing with bug reports,
accepting patches from users, and about a million things other than
just making it available for download.

if you mean 'make available for download for 3 years' (which is what
the license is requiring), then say that.
